La historia oficial del 11-S se puede resumir así: nadie supo nada a tiempo para hacer nada para impedir o minimizar los ataques.
Pero eso no es así. Testimonio ante la comisión oficial de investigación del 11-S por parte del Secretario de Transporte (o sea, un integrante del gobierno de Bush) Norman Mineta, muestra claramente que el Vice-Presidente Richard Cheney dio órdenes precisas referentes al vuelo 77, que supuestamente impactó contra el Pentágono.
La cuestión en el aire es, ¿cuáles fueron esas órdenes? Y, correlativamente, ¿por qué no quiso la comisión oficial aclarar la naturaleza de esas órdenes?
Según su testimonio, Mineta había llegado al centro de operaciones debajo de la Casa Blanca a las 9.20, cuando todo el mundo sabía que EE.UU. estaba bajo ataque.
Mineta responde a una pregunta de la comisión sobre la situación en el PEOC (Presidential Emergency Operating Center). Describe una conversación entre Cheney y un joven sobre las 9.25:
"Cuando venía el avión hacia el Pentágono, vino un joven y le dijo al Vice-Presidente "el avión está a 50 millas, está a 30 millas," y cuando estaba a 10 millas, el joven también dijo, "¿Siguen siendo válidas las órdenes?, señor," y el Vice-Presiente volvió la cabeza y dijo: "Claro que siguen siendo válidas. Has oido otra cosa?"
