La medida sin precedentes fue aprobada con 255 votos a favor y 67 en contra, en una acción que enfrentó a republicanos y demócratas.
De hecho, varios legisladores demócratas, encabezados por su líder, Nancy Pelosi, se retiraron de la sala en señal de protesta. Así, la Casa Blanca emitió un comunicado en el que acusa a los republicanos de entablar un "teatro político, en vez de una supervisión legítima del Congreso" sobre la operación.
